Kitsap County Jail Roster Overview
The Kitsap County Sheriff's Office runs the county jail on the Division Street campus in Port Orchard. The jail uses a public Web Jail Viewer at incustody.kitsap.gov to publish current booking records. Each record includes the inmate's name, booking number, booking date, scheduled release date, and the charges entered by the arresting agency. The viewer also shows personal description fields such as age, sex, race, height, weight, hair color, and eye color. Results can be sorted by column header and browsed across multiple pages when a broad search returns many entries.
The Sheriff's Office is clear about the limits of this data. The jail warning states that it attempts to provide accurate information but does not guarantee the data is fully accurate. The charges shown come from the arresting agency, not from the court, so they can change as a case progresses. Bond amounts and court dates depend on fields that may be blank if a hearing has not taken place. If you believe a record is wrong, contact the jail at 360-337-7108.
The roster covers only people booked into the Kitsap County Sheriff's Office Jail. It does not cover inmates housed at state Department of Corrections facilities, federal Bureau of Prisons locations, or detention centers run by other agencies. For people in those systems, see the released inmates page, which covers the Washington DOC locator and the federal BOP locator.
The image below shows the Web Jail Viewer booking search form at the Sheriff's portal.
The form accepts last name, first name, a booking date range, and a booking number, and it supports wildcard percent signs to handle partial or uncertain spellings.
How to Use the Kitsap County Inmate Roster
The booking search page at incustody.kitsap.gov is the starting point for any Kitsap inmate search. You do not need an account or login. The form is open to the public. If you are not sure of the exact spelling, use a percent sign as a wildcard before or after a name fragment, for example sm%th to match both Smith and Smyth. The jail says any single field or any combination of fields can be used to run a search.
- Open the booking search page at incustody.kitsap.gov. The form loads with fields for Last Name, First Name, Booking From Date, Booking To Date, and Booking Number.
- Type the person's last name in the Last Name field. If the spelling is uncertain, add a percent sign, for example M% returns everyone whose name begins with M.
- Add a first name or a date range to narrow results. Booking number works if you already have it from a previous search or from the jail directly.
- Click Search and wait for the results page to load. Results sort by booking number by default. Click any column header link to re-sort by name, date, race, sex, release date, or scheduled release date.
- Find the person's row and click the View link on the left. The detail page opens with the full profile including charges, arrest information, and court and bond fields.
- Note the booking number and inmate ID for follow-up with the jail or for VINE notification setup. Call 360-337-7108 if any field looks wrong or if you need urgent confirmation of custody status.
The next screenshot shows a results page from a broad wildcard search. You can see the column headers, sort links, and pagination controls that let you move through a large result set.
Each row in the results list shows booking number, first name, last name, middle name, race, sex, booking date, release date, and scheduled release date. Clicking View on a row opens the full detail page for that booking.
Kitsap Jail Roster Search Fields
The booking search form has a small set of fields. Any field can be used alone or in combination. The wildcard character % is supported in both name fields, which makes it easy to search for a partial name or an uncertain spelling. Fields have a 20-character maximum for name entries.
| Field Label | Type | Required | Notes |
|---|---|---|---|
| Last Name | Text | No | Max 20 characters. Use % as wildcard anywhere, e.g., M% or sm%th. |
| First Name | Text | No | Max 20 characters. Wildcard % allowed. Combine with last name to narrow results. |
| Booking From Date | Date | No | Use mm/dd/yy format or the date picker. Filters results to bookings on or after this date. |
| Booking To Date | Date | No | Use mm/dd/yy format. Pair with Booking From Date to search a range. |
| Booking Number | Text | No | Enter a specific booking number if known to pull one record directly. |
The results page supports sorting by all major columns and paginates across multiple pages. A broad wildcard-only search can return many pages of results. Narrow by name or date when you know either piece of information.
Note: The search form includes a hidden system field the portal uses for validation. That field is not visible to users and does not affect the search fields listed above.
What a Kitsap Inmate Profile Shows
Clicking View on a search result opens the full detail page for that booking. The Kitsap Web Jail Viewer displays a standard set of fields on every public inmate profile. Some fields may be blank if data has not been entered yet or if the field does not apply to a particular charge. The table below lists the fields found on a public detail page as inspected on May 27, 2026. No mugshot, housing pod, medical flag, or attorney name appeared in the inspected public detail.
| Field | What It Shows |
|---|---|
| Name / Custody Status | Full name as first/middle/last and a status button, e.g., "IN CUSTODY as of 05/26/26." |
| Booking Number | A unique ID assigned at intake, such as 2026001506. Use this for VINE lookup and jail contact. |
| Inmate ID | A separate identifier, such as 50000014, that may differ from the booking number. |
| Booking Date | The date the person was processed into the jail in mm/dd/yyyy format. |
| Scheduled Release | A projected release date if one has been entered; may be blank for pretrial inmates. |
| Released | The actual release date if the person has been released; blank if still in custody. |
| Age / Sex / Race | Personal description fields from the booking intake record. |
| Height / Weight / Hair / Eyes | Physical description as entered at booking. |
| Charges Count | A panel heading shows the total number of charges, e.g., "Charges: 5." |
| Violation (per charge) | The RCW code or charge description as entered by the arresting agency. Level codes such as FC or FB may appear without expansion on the public page. |
| End of Sentence Date | An end-of-sentence field may appear on individual charges; may be blank for pretrial bookings. |
| Arrest Agency / Case # / Arrest Date | The law enforcement agency that made the arrest, that agency's case number, and the arrest date. |
| Court Type | A code for the court handling the case, for example SC. The public page does not spell out codes. |
| Court Case # | The court-assigned case number, which can be used to look up the underlying file in court records. |
| Next Court Date | The date of the next scheduled court hearing if entered. |
| Req. Bond / Bail | Required bond or bail code, such as C/B, RF, or GL. Codes are not defined on the public page. |
| Req. Bond Amt / Req. Cash Amt | Dollar amounts for required bond and cash bail if set by the court. |
Data Limits: The roster is a jail operations record. Charge codes, bond codes, and abbreviations such as SC, FC, FB, C/B, RF, and GL are examples of what may appear on a profile. The public page does not define them. Call the jail at 360-337-7108 or check the court case through Kitsap County arrest records before relying on any code or amount.
Kitsap County Jail Facility and Contact
The Kitsap County Sheriff's Office operates one main jail facility on the Division Street campus in Port Orchard, which is the same campus as the courthouse. The jail entrance for visitors and deliveries is off Cline Street, in the back parking lot behind the courthouse building. The new jail entrance is to the right next to the work release building. Plan to arrive a few minutes early when visiting or dropping off items because the entrance is separate from the main courthouse doors.

For VINE custody notifications, sign up at VINELink or call 1-877-846-3492. You will need the person's name or Inmate ID number, which appears on the Web Jail Viewer profile page. VINE sends automated alerts when a custody status changes.
Booking Process in Kitsap County
When a law enforcement agency arrests someone in Kitsap County and transports them to the jail, the intake process assigns a booking number and an inmate ID. Staff enter the charges as provided by the arresting agency, collect personal description data, and screen the person for classification and housing placement. The booking record becomes visible on the Web Jail Viewer once it is entered into the system. The charges shown at that point come from the arresting agency and may not yet reflect any court charges.
After booking, a court hearing is scheduled to address bail or bond. The jail viewer's Court and Bail/Bond section fills in as that process moves forward. Bond amounts, court dates, and the court case number are pulled from jail system fields and may lag behind court orders by hours or days. If a hearing has not occurred, those fields may be blank. For the underlying criminal case file, use the Kitsap County arrest records page, which covers the court case search tools where final charge and disposition data live.
The jail profile shows the arrest agency, that agency's case number, and the arrest date. Those fields do not change after booking and are reliable identifiers for cross-referencing police reports through public-records requests if needed.
Kitsap Jail Visitation Hours and Rules
Kitsap County Jail social visiting has moved to an all-video system run by Telmate through SmartJailMail. In-person visits now happen on a video terminal inside the jail, not through a glass window. Each inmate gets one free on-site 30-minute visit per week. That free visit does not carry over if not used. Visitors must check in at jail reception at least 10 minutes before the scheduled visit time. Schedule visits at smartjailmail.com or at the lobby kiosk inside jail reception.
The image below is from the Kitsap Sheriff's visitation page, which covers scheduling, rules, and dress requirements.
The page explains that all social visiting is recorded and monitored, that improper attire ends a visit, and that disciplinary restrictions can suspend visiting privileges.
| Visit Type | Length | Cost | How to Schedule | Notes |
|---|---|---|---|---|
| Weekly on-site social video (free) | 30 minutes | No cost | SmartJailMail or lobby kiosk | One per week per inmate; does not accumulate; arrive 10 min early. |
| Additional on-site social video | 30-minute blocks | $0.25/min ($7.50/block) | SmartJailMail or lobby kiosk | Monday-Sunday; first come, first served; space available. |
| Remote / offsite video | 30-minute blocks | $0.25/min ($7.50/block) | SmartJailMail | Requires internet connection, webcam, microphone, and speakers. |
| Individual clergy visit | Not stated | Not stated | Contact jail | Conducted in public visiting area. |
Lobby kiosk hours are Monday through Friday, 8:00 a.m. to 4:00 p.m., closed holidays. Minors may visit if a parent or legal guardian accompanies them; minors cannot register independently as visitors. Tank tops, short shorts, and short revealing skirts are not permitted. Swearing, loud conduct, or disruptive behavior ends the visit immediately. Inmates in disciplinary segregation or under cell restriction cannot receive social visits.
Mail to Kitsap County Jail Inmates
Mail rules changed on March 27, 2023. Non-legal mail no longer goes directly to the jail. Instead, send all non-legal mail through the Smart Communications processing center. The envelope must show the inmate's name and booking number. Physical mail is opened, screened, and scanned at the processing center; the digital copy is shared electronically through password-protected kiosks and tablets inside the jail. The physical envelope is held for 60 days and then destroyed, but the digital version stays in the inmate's file and can be accessed after release at smartinmate.com.
The image below is from the Kitsap County jail mail and correspondence policy page, which lists the full rules and the accepted formats.
The page details rejected items and explains the Smart Communications address system for non-legal mail and the direct jail address still required for legal mail.
Use these addresses:
- Non-legal mail: Smart Communications / Kitsap County Jail, [Inmate Name / Booking Number], PO Box 9157, Seminole, FL 33775-9157.
- Legal mail: [Inmate Name / Booking Number], Kitsap County Jail, 614 Division Street MS-33, Port Orchard, WA 98366.
- Books and publications: Must come directly from the publisher or book club to the jail address; not from a personal or retail shipper.
Common rejected items include colored paper, glitter or metallic ink, stamps or stickers, Polaroid photos, padded envelopes, hardback books, food, and clothing. Mail sent to the jail address instead of the processing center address will be forwarded to the processing center for scanning. Senders can track mail status by creating a free account at mailguardtracker.com, where they can view delivery status and download copies of processed mail.
Legal mail goes directly to the jail, but the jail may reject items labeled as legal mail if a contraband scan finds they are general correspondence. Police reports sent through legal mail may also be rejected.
Inmate Phone and Money Services
Telmate/Pinnacle provides inmate telephone service at the Kitsap County Jail. Inmates call out from jail phones inside the facility. They cannot receive incoming calls from outside. Staff do not take messages or pass along personal communications. If a call shows the number 866-516-0115 on caller ID and you were not expecting a jail call, contact Telmate directly at 1-866-516-0115 to identify the source.
The image below shows the Kitsap County inmate telephone service page at the Sheriff's site, which covers account setup and the Telmate platform.
The page links the GettingOut and SmartJailMail platforms for adding money to phone accounts and explains how call blocking works for people who do not want to receive calls from the jail.
To add money to a phone account, use the GettingOut or SmartJailMail link from the Sheriff's inmate phone page. To block calls from the jail to your number, contact Telmate at 1-866-516-0115. Only the person on the receiving end can request or remove a block; the inmate cannot remove a block from the jail side.
For commissary deposits, the Sheriff's page links the relevant service through SmartJailMail. Commissary sales fund inmate welfare items, kiosk and tablet services, and video visitation services at the jail. Specific deposit limits and kiosk retailer details are listed on the SmartJailMail platform linked from the Sheriff's site.
VINE Notifications for Kitsap County Custody
VINE, short for Victim Information and Notification Everyday, sends automated alerts when an inmate's custody status changes. The Kitsap County jail uses the VINELink system, which lets anyone register to be notified of a release, transfer, or other status change. You need the person's name or Inmate ID, which appears on the Web Jail Viewer detail page.
To sign up, visit VINELink or call 1-877-846-3492. Choose Washington as the state, then search by name or Inmate ID. Select your notification method, which can be phone, email, or text depending on what VINELink offers for the Kitsap jail. Notifications are sent when the system records a change, so they reflect what the jail system shows, not real-time release-door activity. For urgent situations, call the jail at 360-337-7108 to confirm.
VINE is especially useful for crime victims, family members, and attorneys who need to know when a person leaves custody. The service is free to use and does not require any relationship to the inmate or a case number.
DOC and Federal Custody Searches
The Kitsap Web Jail Viewer only shows people booked into the county jail. If a search returns no results, the person may be held elsewhere. Washington State Department of Corrections operates a public search for people currently incarcerated in state prison. The federal Bureau of Prisons operates a separate locator for people in federal custody. Neither of those tools shows Kitsap county jail inmates.
The Washington DOC incarcerated person search is at the DOC website and can be searched by name or DOC number. Results include location, age, and a link to register for WA VINE notifications through the DOC system. The federal BOP locator at bop.gov covers federal inmates from 1982 forward and can be searched by name or register number. If the BOP locator returns "Not in BOP Custody," that means the person is not currently in a federal Bureau of Prisons facility, but they may still be in a county jail, state prison, immigration hold, or another system.
For full detail on DOC and BOP searches, release notifications, and the sex offender registry, see the Kitsap County released inmates page. For broader Kitsap County inmate population data from the annual report and jail roster, see the inmate population page.
