Kitsap County Court Records Lookup

Kitsap County court records are not stored in one place. Superior Court case documents route through the Clerk, the Washington Digital Archives, and a subscription portal. District Court files sit in the District Court ePortal, which requires a free account to search and view. A statewide tool covers basic case data and hearing dates across all Washington courts. Anyone who wants to look up Kitsap County court records should start by identifying the court that heard the case, then pick the matching search tool. The type of case, the record format, and the fees all depend on which court produced the file and how far back the records go.

How to Search Kitsap County Court Records

Kitsap court records split by court and record type. Superior Court case documents go through the County Clerk, the Washington Digital Archives, and the Odyssey subscription portal. District Court files go through the District Court ePortal at efiling-dc.kitsap.gov. The free statewide case search at dw.courts.wa.gov works for basic case data and court dates across the state. Which tool you use depends on the court and what you need.

A case number speeds every search. If you do not have one, a full party name works for most portals. Have the case number formatted with dashes before you start a Digital Archives search. The Clerk's pro se handout gives the Superior Court format as "11-2-00123-4" as an example of how dashes appear in a case number.

  1. Decide which court heard the case. Felonies, divorce, probate, and adoption matters are Superior Court. Misdemeanors, traffic infractions, and small claims are usually District Court. When in doubt, run a name search on the statewide courts site first.
  2. For Superior Court documents, open the Washington State Digital Archives. Under Record Series, choose "Superior Court Records." Under County, choose Kitsap County. Enter the case number with dashes.
  3. Review the document titles listed under "Description." If an image exists, click the page or magnifying-glass icon to preview part of the document before you buy it.
  4. Add documents to the cart and complete checkout to get certified or non-certified electronic copies. If you need a certified paper copy for court use, submit a request to the Clerk of the Superior Court instead.
  5. For District Court cases, visit the District Court ePortal and create a free account. Once logged in, use the Case Search tab for a case number, or the Calendar Search options to look up hearings by party name, attorney, officer, or courtroom.
  6. For a quick court-date check or case confirmation, use the Washington Courts case search. It covers both Superior Court and District Court and does not require a login.

Types of Kitsap County Court Records

Kitsap court records cover every case type the two trial courts hear. Superior Court produces felony, family, and probate files. District Court produces misdemeanor, traffic, and small-claims files. Municipal courts in Bremerton, Bainbridge Island, Poulsbo, and Port Orchard handle cases that arise under city law. Knowing the record type tells you which court holds it and which tool to use.

Family law and probate records deserve extra attention. Some family law files have confidential portions under court rule GR 22. Adoption records are restricted under RCW 26.33 and are not generally available through a standard search. Juvenile diversion records and social files are confidential; Kitsap Juvenile Court states that no information can be given about the existence or nonexistence of such records unless permitted by RCW 13.50.050, RCW 13.40.215, and RCW 4.24.550. Official juvenile court orders are kept by the Clerk, but access may still be limited under juvenile-record law.

  • Criminal records - felony charges and dispositions in Superior Court; misdemeanor and gross misdemeanor files in District Court.
  • Civil records - complaints, motions, orders, and judgments, split by claim size between the two courts.
  • Family and divorce records - dissolution, parentage, and parenting plans in Superior Court, with access limits under GR 22.
  • Probate and guardianship records - wills, estates, and guardianships handled by Superior Court through the Clerk; see probate records for details.
  • Traffic and infraction records - tickets and infractions in District Court or a city municipal court; see traffic court records.
  • Protection and no-contact orders - District Court handles antiharassment, domestic violence no-contact, and stalking protection orders; Superior Court also has domestic violence dockets.
  • Small claims - money-only claims up to the state limit, handled by District Court with linked forms and mediation services.

What Kitsap County Court Records Show

A court record is built from many fields. The Clerk's pro se handout and the District Court ePortal guide describe the fields that appear most often. Some fields show up in every case. Public Access Laws for Kitsap Court Records

Washington separates agency public records from court case records, and Kitsap County is explicit about this line. County agency records fall under the Public Records Act, chapter 42.56 RCW, and go through the Kitsap County Public Records Center. Court records do not follow the same path. Kitsap cites WAC 44-14-01001 and states that access to court records is governed by court rules and common law. Court case files are handled by the Clerk or court portals. Court administrative records follow a separate rule, GR 31.1, which requires its own request form and process for each court office.

For agency records, the county must respond within five business days. That response may provide the record, deny the request, or give a reasonable time estimate for production. The initial response being due in five days does not mean every record is delivered in five days. Common public records copy fees are $0.10 per page for scanning hard-copy records and $0.15 per page for photocopying or printing. These agency fees differ from Clerk copy fees for Superior Court case files.

Court rule GR 31 governs public access to court records broadly. GR 31.1 governs administrative records of courts. GR 22 restricts access to confidential information in family law, protection order, and guardianship records. GR 15 covers sealing and redaction procedures. These rules sit alongside state statutes and define when a record is open, restricted, or sealed by court order.

Key Statutes and Rules:

Chapter 42.56 RCW - the Public Records Act governing county agency records, not court case files.

GR 31 / GR 31.1 - Washington court rules for public access to court records and administrative records.

GR 22 - restricts confidential information in family law, protection order, and guardianship files.

GR 15 - governs sealing, redaction, and destruction of court records.

Sealed and Confidential Kitsap County Court Records

Not every Kitsap court record is open. Some are sealed by court order. Others are confidential by statute regardless of whether a court has issued a sealing order. Juvenile diversion records and social files are confidential under RCW 13.50.050. Adoption records are restricted under RCW 26.33. Family law, protection order, and guardianship files have confidential parts under GR 22. Litigant Confidential Information Forms required in those cases are not viewable through the District Court ePortal or any public portal.

Criminal-history background checks are maintained by Washington State Patrol under RCW 10.97, not by the Kitsap courts. Investigative and law enforcement records may be exempt from disclosure under RCW 42.56.240. Mental health and involuntary treatment records are restricted by state and federal law and court rules.

Washington uses "vacation" for many criminal-record relief processes. To clear a felony conviction, a person files a petition under RCW 9.94A.640 in the court where the case was sentenced. Eligible misdemeanor and gross misdemeanor convictions use RCW 9.96.060. Juvenile sealing follows a separate track under RCW 13.50. Eligibility depends on offense type, completion of sentence and legal financial obligations, waiting periods, pending charges, and whether the offense is excluded from the program. If a vacation petition is granted, public-facing conviction consequences change, but underlying court records may still retain sealed or restricted entries under court rules.

To view a sealed record, a person generally petitions the court that handled the case. The court weighs the request against the rule or order that sealed the file. The Kitsap Public Defense page links resources for quashing or sealing records, and Washington Courts provides forms for vacating eligible convictions.

In-Person Court Record Requests in Kitsap County

The Clerk's Office handles in-person copy requests for Superior Court case files during regular business hours. The Clerk accepts cash, money orders, and cashier's checks. Card payments add a minimum $2 fee, up to 2.4% of the transaction. Personal checks are not accepted. For mail requests, add $5 to the base copy fee. Requests that require research cost $30.

The Clerk also manages audio recordings of Superior Court hearings. Audio recordings are purchased separately from document copies. Regular processing takes 3 to 5 business days. Expedited processing takes 1 to 2 business days at a higher fee. If the buyer chooses digital download, a link is emailed and expires 30 days after it is sent. The free FTR Player at fortherecord.com plays the downloaded audio files. Some proceedings were reported by a court reporter rather than recorded digitally; if no audio exists for a requested hearing, the Clerk issues a refund. Sealed or confidential audio requires an in-person request, court authorization, government-issued photo ID, and payment.

Kitsap County is in the U.S. District Court for the Western District of Washington. Federal civil, criminal, constitutional, federal-question, diversity, civil rights, maritime, and federal criminal cases are filed in the Western District. Federal bankruptcy matters are handled by the U.S. Bankruptcy Court for the Western District of Washington. The Kitsap County Clerk's FAQ states that bankruptcies are filed with the federal bankruptcy court, not with the county Clerk. Appeals from Western District decisions go to the U.S. Court of Appeals for the Ninth Circuit.

PACER is the federal case access system. Users register at pacer.uscourts.gov and pay per-page fees unless a fee waiver applies. PACER covers dockets, case documents, and court calendars for federal district and bankruptcy courts nationwide. CM/ECF is the electronic filing system for attorneys and authorized parties. CourtListener is a free alternative for many federal opinions and dockets, but it is not the official filing system and may not have every document.

PACER is separate from the state court systems. Washington Odyssey, Digital Archives, and the Kitsap District Court ePortal do not cover federal cases. A reader who has records in both systems, such as a federal criminal case with a related local arrest, must search each system independently. The Western District courthouse locations are in larger regional centers; no federal courthouse physically located in Kitsap County was verified in official sources. Confirm divisional venue with the Western District clerk's office if filing instructions are needed.

Common Legal Terms in Kitsap Court Records

Court files use shorthand that can confuse first-time readers. A docket is a running log of every event in a case, including filing dates, hearing notices, and court orders. A disposition is the final outcome of a charge. An arrest or a charge is not a conviction. The jail viewer shows charges entered by the arresting agency, and those can change as the case moves through court.

Plaintiff
Party who starts a civil lawsuit.
Petitioner
Party who files a petition asking the court for relief; used in divorce, probate, and protection-order cases.
Respondent
Party who responds to a petition.
Motion
Written request asking the court for a specific order.
Disposition
The outcome of a criminal charge, such as a plea, dismissal, or conviction after trial.
Arraignment
Criminal hearing where charges, rights, and plea scheduling are addressed.
Bench copy
A copy of a motion or filing delivered for the judge to review at a scheduled hearing.
Declaration of Service
Proof that court papers were formally delivered to another party.
Legal financial obligation (LFO)
Fines, fees, court costs, and restitution ordered by the court as part of a criminal sentence.
Vacation of conviction
Washington process to withdraw certain eligible conviction records under RCW 9.94A.640 (felony) or RCW 9.96.060 (misdemeanor).

Note: Online court records can lag behind the actual court. Confirm any detail you plan to rely on with the court or clerk office that created the record.
